Imported slabs, potentially from Russia, may be rolled into plate for the EU market under a false flag, one observer of the northwestern European market says.

Rerollers are obliged to give proof of European origin of slabs to label their plate as Euro 1, if customers ask for it. According to the source, that certification has softened lately, so that non-EU slab can be rerolled into Euro 1 plate. He says he is not sure if this is attributable to a loophole in the EU regulation, “but I have noticed that Italian demand for EU-origin plate has decreased,” he tells Kallanish.

The source notes that the intermediate weakness of the euro currency provided an advantage in sourcing slab from outside the Eurozone. He sees the price per tonne of Italian S355 plate for northwestern European customers around �700/tonne ($768) delivered, “but they are always willing to negotiate.” Northwestern integrated mills are trying to push offer prices to �770-780/t, but deals of �30-50/t below that remain likely.
